Why don't you go over and ask them if they could turn the music down just a little bit? It's in the middle of the afternoon and they are outside playing music and having some fun. Not everyone (especially teens) realize that it might still be disruptive in the middle of the day. Geesh!
And I am wondering what kind action the police would take anyway. Do you have a noise law in your area at 12:00 in the afternoon? The world doesn't revolve around your kids nap time ya know. You might just have to act like the adult for once and nicely ask the neighbors if they could tone it down a bit because your child is napping. You are asking for trouble with them if you sick the cops on them.

At first I thought 'oh shit, who'd superdumbass call the cops on now'. But as soon as I realized it wasn't a family member, I knew it wasn't her.

I have a toddler that still naps and I don't expect the neighborhood kids to go on summertime lockdown when he sleeps. Shit, they just got out of school, cut them some slack. If you can't scream and play loud music in the summertime, when can you?

If the post in question is articulate, thoughtful and provides something to the benefit of the greater audience and perhaps has one or two minor typographical or spelling errors...forgive. Thankfully, I have a small child and live in a neighborhood where people have small children and are, thankfully, understanding that small children (10 and under) make noise when they play.
I am careful to consider my neighbors, believe me. But that's a two way street. I'll cut you some slack (turning down my hypothetical radio and asking my hypothetically loud children to quietdown) if you realize that kids, during the summer, are going to be loud.
If that makes me inconsiderate....so be it. Personally, I think the OP of the post should approach the children or find a spanish speaking person, locally, to help her compose a polite letter to the children's parents, instead of wasting police resources for loud noise during the day....but I'm inconsiderate, so take that as you will.

I saw something just like this on COPS once.
There was this grouchy old lady who was complaining to the police (again) that the kids were playing basketball near her house. (tranlation---all the way across the street.) She was absolutely SURE that they were going to end up on her property (translation---the ROAD in front of HER house.)
The cop kept telling her they were doing nothing wrong, and that he'd prefer they were all playing basketball instead of getting into trouble but she was having none of it. I totally imagined that brick wall smiley while i was listening to her.
